This is very weird. I do have a question however. The person who filmed it supposedly off the TV did not get the usual scanning lines - or are they only visible when one shows a TV image on TV or in a movie??? Don't know.

I'm not sure what scanning lines you are talking about, Paulette. I'll have to pay more attention next time I see a photo of a TV. That one on the video looked like HD digital so maybe there are no lines.
That music sounded freaky though. It was kind of like devil worshiping exorcist music. It sounded like the voice may have been recorded backwards. It was definitely a weird thing to associate with a government legislature, but since they were showing all of the weird statues and carvings maybe they chose that music to give it the right ambiance.

That's not backwards talk... It sounds to my ears like a man using a raspy/whispering extremely soft voice speaking in German... that's exactly what it sounds like to me... with a digital echo effect making it impossible for an amateur like me to understand... I did however pick out the word "Sehen" which he whispers/rasps loudly when it zooms in on the gargoyle's face with the big eyes... which makes sense because that word means "See"... I am 95% certain that's what it is... it is a very new age musical arrangement with odd electronic keyboards playing as well... I wonder what he's saying... Might not be German though- could be another Germanic language like Sweedish or Dutch or Icelandic or... ~list goes on and on~ I no understand him... ~shakes head~ And I am going to bed now... after 48 hours without sleep I think my body is finally ready to crash... g'night all...

Maybe he was speaking German backwards. Or latin perhaps since it is supposed to be a government building and government peoples like to use latin for some weird reason. If people spoke latin backwards maybe somebody might finally be able to understand it.

I just spent a long time on youtube listening to people giving speeches who were played backwards... You're right. The reason why it confused me is because of mic feedback... I heard a lot of people speaking backwards and it didn't have the same sound until I heard this speech given by Joe Biden played backwards... It's not a computer toy- it's a man speaking into a microphone played backwards... that's why it didn't sound right to me... there's that electric thing that modifies the human voice... weird... There's a youtube video on the internet that shows you how to play a song backwards on Garageband (the recording progam I use) I might be playing with this video clip later on... maybe...

OK, I followed the instructions on how to make something you record on GarageBand and play it backwards through iMovie... You record it in the recording program, then you export it to iTunes into an mp3 file. THEN, you import the MP3 file into iMovie... THEN you add a blank image to it, then you export it AGAIN, then close it out and import it again THEN it will let you reverse it... lol... not too much of a pain in the butt... Here's the backwards clip I took from that youtube video: I wasn't sure I had done it right because it sounded almost the same, so I tested it with this: Yep. I did it correctly...

That weird video did sound almost exactly the same forwards and backwards. Even the weird music. I still couldn't understand what the dude was saying though. Is this channel controlled by the government? Why would they broadcast some weird stuff like that?

I also find it odd that the keyboard sound exactly the same backwards and forwards... but the voice sounds backwards... (the number one way to know if something is recorded backwards is that the voice/notes sound like they are getting softer rather than getting louder... the sound sounds like it is being sucked back into whatever made the noise... it travels in the wrong direction... This song (and its sound effects) perplex(es) the bejeebers out of me... It's amazing what they can do with computers nowadays... artificial electronic instruments and voice manipulations... very very odd...
