A new policy paper from the Oxford Martin School, University of Oxford, urges governments to recognise the increasing prominence of these weapons in contemporary and future forms of warfare and proposes steps towards suitable regulation. Robotic weapons currently in use range from RPAS (Remotely Piloted Aircraft Systems), commonly referred to as ‘drones’, which are controlled by a human operator, to robots used to monitor border posts in the Korean Demilitarized Zone, which can potentially be programmed to identify and target individuals without direct human supervision. The debate on these types of weapons has become more confused as their use has increased; varying degrees of machine autonomy, and the differing contexts in which robotic weapons can potentially be deployed, mean a legal and ethical consensus has so far proved impossible. With more funding being channeled into the development of the next generation of military robots, confusion and controversy are likely to grow. “It is clear that robotic weapons are here to stay, and that they will play a growing role in future armed conflicts,” says Dr Alex Leveringhaus, the paper’s lead author. “Their use is increasing in militaries around the world, as is research into new systems. A recent example is the announcement of co-operation between the UK and France on a new drone, known at the moment as the Future Combat Air System. But their use raises a multitude of legal and ethical questions. Many people are uncomfortable with the concept of an autonomous robotic weapon, or even with the idea that military personnel can ‘kill by remote control’. by Doug Bolton Monday 27 July 2015 More than 1,000 robotics experts and artificial intelligence (AI) researchers - including physicist Stephen Hawking, technologist Elon Musk, and philosopher Noam Chomsky - have signed an open letter calling for a ban on "offensive autonomous weapons", or as they are better known, 'killer robots'. Other signatories include Apple co-founder Steve Wozniak, and hundreds of AI and robotics researcher from top-flight universities and laboratories worldwide. The letter, put together by the Future of Life Institute, a group that works to mitigate "existential risks facing humanity", warns of the danger of starting a "military AI arms race". These robotic weapons may include armed drones that can search for and kill certain people based on their programming, the next step from the current generation of drones, which are flown by humans who are often thousands of miles away from the warzone. The letter says: "AI technology has reached a point where the deployment of such systems is - practically if not legally - feasible within years, not decades." It adds that autonomous weapons "have been described as the third revolution in warfare, after gunpowder and nuclear arms". It says that the Institute sees the "great potential [of AI] to benefit humanity in many ways", but believes the development of robotic weapons, which it said would prove useful to terrorists, brutal dictators, and those wishing to perpetrate ethnic cleansing, is not. Such weapons do not yet truly exist, but the technology that would allow them to be used is not far away. Opponents, like the signatories to the letter, believe that by eliminating the risk of human deaths, robotic weapons (the technology for which will become cheap and ubiquitous in coming years), would lower the threshold for going to war - potentially making wars more common. Hah hah hah.... They are all a little late in their objections, considering that things such as Cruise Missile, Tank Fire-Control 'Turret Aiming Systems', ICBMs, (not to forgetting to mention), the Russians, the French, the Japanese, the Koreans, the English....who doesn't make'm? All these systems are **ALL** robotic Human killing systems. That's why I always grimaced when watching Spielberg's StarWars, when all the fighters were getting toasted from behind, --they are supposed to in the future, with more advanced technology with AI Robots like R2D2 and C3PO, yet none of the fighters had RADAR guided weapons for defense....stuff that's standard on everything today!!! Robotic killing drones is nothing new, its only becoming public knowledge NOW. This type stuff has been standard military hardware for years. Cruise Missiles are a primary example. They are reported to exhibit the intelligence of a canine and the processor? Motorola MC68000, a really old CPU. But that was 30 years ago. We need to end wars not stop technology. I am in favor of putting the leaders into an arena, and them duke it out, instead of killing tens of thousands, hundreds of thousands, and-or millions of brothers, fathers, (and lately sisters and mothers) soldiers. Yeah, I'll bet there would be whole lot less wars if those stinky corrupt, deceitful power-hungry skunk criminal politicians had to fight things out themselves instead of using us to project their interests... plutronus
